  • To obtain a library card you must display current picture ID with your correct address. If you are under 18 years of age, a parent or legal guardian must show their picture ID and sign the library card application. Library cards are free to city residents displaying acceptable forms of ID. Replacement cards are $5. If your library card is lost or stolen, please contact the library immediately so that we can deactivate the card to prevent fraudulent check-outs. In lieu of money for replacement cards we also accept food items. One canned good represents one dollar and the food is donated to support our local food pantry. Food for fines will only be accepted for late fines and not lost or damaged items.

  • We can request items for you from other libraries through Interlibrary Loan. Availability and loan periods may vary. We will notify you of any fees charged by the lending library. Corsicana residents may obtain a TexShare card to borrow materials from participating libraries. Lending policies will vary by library.

  • To request an item in the collection, whether or not it is checked out: Call us or tell us in person to put you on the waiting list for that item. Place a hold from any of the Library’s computer catalogs. Place a hold from your home or office by visiting our online catalog and clicking on “My Account”. We will notify you when the request is filled then hold the item at the Circulation Desk for three days for you to pick up.

  • Library books and audiobooks are loaned for 21 days. You may renew items once either in person, at the front counter, or over the phone and only if the item is not requested by another patron.  DVDs and Book Club books are loaned for 7 days. There are no renewals on these items.

  • Library books and materials fines are $.10 per day, per item. DVDs fines are $1 per day, per item. Material fines are limited to $2 per title, and DVD fines are limited to $15 per title.

  • If an item is lost, the replacement cost from the catalog is charged is to replace the lost item. If a returned item has been damaged, we will determine whether the item can be repaired or whether it must be replaced. Food items may not be used to cover costs of lost or damaged library materials. If it can be repaired, a fee to cover the repair costs will be charged. If it needs to be replaced, we’ll charge the replacement cost. We cannot accept purchased/used books to replace lost books.

  • The library book return is located on the north side of the library. The return is for books only. Please return audiobooks and DVDs directly to the circulation desk. A $5 fee will be charged for each audiobook or DVD put into the outside book return.

  • Free wireless internet access is accessible in the Library to any patron who comes in with a laptop and Wi-Fi card. Stop by the Service Desk to receive the password for the day. Start up your laptop and open your web browser and you should connect to the "Attwifi" wireless network. If necessary, change your connection settings to obtain an IP address automatically then enter the password. As with any Wi-Fi access, you should disable file sharing and print sharing and maintain up-to-date anti-virus protection. Printing is available over the wireless connection as well as from the workstations in the Library's PC Lab. Stop by the Service Desk to obtain the web address for Wi-Fi printing.

  • Library Public Computer Hours: Monday - Tuesday: 10:00 a.m. - 7:40 p.m. Wednesday - Friday: 10:00 a.m. - 5:40 p.m. Saturday: 10:00 a.m. - 3:40 p.m. To use the Public Computers: Have a valid Corsicana Public Library card with no fees owed. As a first-time user, review the Library's Acceptable Use Policy, and sign a release form stating that you understand it. A parent or legal guardian must sign the form for a child under 17. Log into a computer or, if all PCs are in use, reserve the next available PC. Computers may be used for 60 minutes. Printing is available for $0.15 per page for black-and-white copies and $1 per page for color copies.

  • The court accepts cash, checks, and money orders. Visa and MasterCard payments are allowed if paying in person only. You may pay the fine and costs in person, by mail, or on-line at www.trafficpayment.com.

  • No, you cannot take care of your husband / wife's ticket. Only the person who received the citation or their attorney may enter a plea.

    However, once a plea has been entered and arrangements have been made, anyone may make the payments.

  • No, you cannot take care of your ticket from another city in the Corsicana Municipal Court. We can only work with cases that are filed in this court.

  • You may speak with the judge about the circumstances of your case only after you enter a plea of guilty or no-contest.

    The judge legally cannot discuss the merits of a case with you without the prosecutor being present. In that instance, your case will be set for a pretrial hearing.

  • To serve on a jury, you must meet the following qualifications: - You must be 18 years of age or older; - You must be a citizen of the United States, Navarro County, and the City of Corsicana; - You must be of sound mind and good moral character; - You must be able to read and write the English language; - You cannot have served on a jury for six or more days: In the last three months if the jury was in the county court or county court at law; In the last six months if the jury was in the district court. If you do not meet these qualifications, contact the court to be excused. You may also claim an exemption and be excused if: - You are 70 years of age or older; - You have legal custody of a child younger than 12 years of age and your service on a jury would require leaving the child without adequate supervision; - You are a student currently enrolled in a secondary school (e.g. high school); - You are a student currently enrolled and in actual attendance at a post-secondary school (e.g. college or a trade school); - You are an officer or employee of the Senate, House of Representatives, or any department, commission, board, office, or other agency in the legislative branch of the State of Texas’ government; - You are the primary caretaker of a person who is unable to care for himself or herself (this exemption does not apply to persons caring for others in a professional capacity, e.g., as a nurse); - You are a member of the United States Military Forces serving on active duty and deployed to a location away from your home station and out of your county of residence. If you qualify to claim an exemption, contact the court to be excused. All other persons need to appear for jury duty. Unfortunately, the court cannot allow other absences without good cause. If more persons appear for jury duty than are needed, the judge will excuse excess persons as appropriate, and as soon as possible.”

  • Not always; landscaping can be administratively approved depending on the complexity of your project. Contact the Main Street director for more details. You may need to have a pre-application meeting before submitting your proposal letter and materials. If the project requires major land disturbance, the Main Street director may require it be reviewed by the Landmark Commission.

  • Infill projects usually require more time than other applications. At least two meetings with the Landmark Commission are required. You should meet at least once to discuss your project. The Landmark Commission will then need to see the project again for actual approval. Before anything, you will need to contact the Main Street director and have a pre-application meeting. A staff member from the Permits and Inspections Office will attend, if needed. In addition to obtaining your Certificate of Appropriateness from the Landmark Commission, you will need to contact the Permits and Inspections Office. Projects that involve remodeling, demolition, electric, plumbing, or sign installation require specific permits before beginning work and a Certificate of Occupancy is required prior to moving into your building.

  • As soon as you know that you are moving into a new building or that ownership is changing, visit the Permits and Inspections Office. The application review process takes up to 10 business days from when the certificate is applied for. During this time, staff from the Fire and Building Inspections Office, as well as the Main Street director, will review the business for compliance.

  • Depending on the type of changes you are requesting, you may need to talk to multiple staff members. For projects involving modifications to the interior of your building, contact the Permits and Inspections Office and set up a pre-application meeting. For projects involving modifications to the exterior of your building, contact the Main Street director. Both parties may be required to attend the meeting depending on your project. Some permits may require the Landmark Commission's approval prior to being issued. These details will be explained during the pre-application meeting.

  • Yes, because you are located within the Downtown Overlay District, Landmark Commission approval is required prior to painting your building. In most cases, administrative approval from the Main Street director is possible, provided color choices are within the approved color palettes. Approved palettes are available from several local paint retailers, including Sherwin Williams (arts and crafts and Victorian), Gilfillan’s (Benjamin Moore historic), and Owen Hardware (historic). The Main Street director reserves the right to refer paint color requests to the full commission at his/her discretion.

  • Yes, but only for a limited time. You will need to visit with the Permits and Inspections Office and fill out an application for a temporary banner. For quick review and possible approval, please come in with two copies of the rendering of the banner, how big it will be, where it will be located, and how it will be tied down. A fee will be charged upon permit approval and your banner will be good for 30 days. Please note that all banners are subject to review by the Main Street director.

If you are unable to safely pull over (due to other traffic, etc) STOP and remain stopped until the emergency vehicle passes your location. Many times, precious seconds are spent trying to maneuver a large firetruck through unyielding traffic.

The entire smoke alarm unit needs to be changed out every eight to 10 years. You should test your smoke detector at least once a month.

  • The most likely cause of a high bill is a water leak. The first course of action you should take is to examine your plumbing and fixtures to ensure the abnormal consumption is not caused by a water leak. Leaking faucets, toilets, shower heads, or other water using devices may waste water and your money. A running toilet can waste as much as 5,000 gallons a day and a dripping faucet can waste as much as 96 gallons a day!

    Next, you can contact the Utility Billing Office at 903-654-4825 during normal business hours. We can have one of our field technicians come out and re-check your meter. The city will provide one free meter re-check each calendar year; additional meter re-checks are $10. Keep in mind that you are responsible to pay the amount due as billed. A credit will be posted to the account in the event there is a meter problem.

  • Water meters throughout the City of Corsicana utility system are read electronically. Each water meter is equipped with an electronic register, which relays the reading from a transmitter box to a mobile meter reading vehicle equipped with a receiver. This system significantly reduces meter reading time and meter mis-reads. Occasionally, your meter may be read manually by a meter technician due to rain, debris, and other factors that can impede the radio signal.

  • It is always best to be at home when our technician arrives to connect your meter. However, if you cannot be home, please ensure that all water related devices (i.e. faucets, appliances, washer connections, etc.) are completely turned to the off position. A service technician will not leave a meter on if water continues to flow into the property and no one is available at the property. The city is not responsible for property damage resulting from open faucets or water system leaks. A door tag will be hung from your door advising why service could not be established in the event the meter cannot be left on.

  • As our meter technicians are not licensed plumbers, you should have your plumbing examined by a professional, licensed plumber. Our meter technicians basically perform a visual inspection of your meter to ensure it was read correctly and the meter appears to be working properly. They will indicate if they think there could be a leak, but it is always best to obtain the opinion of a licensed, professional plumber.

    We can arrange to have your meter tested for accuracy but keep in mind that you are responsible for the amount due as billed. This process can take 30-90 days depending on the maintenance department workload. There will be a service charge ($15 for a general test, $30 for certified meter calibration) assessed to your utility account if the meter test indicates the meter is reading accurately.

  • Your water and sewer charge consists of a monthly base charge and a volumetric rate per 1,000 gallons. The water base charge varies depending on the size of your meter. Most residential users have a 5/8” or 3/4” meter.

  • The $3.50 monthly supplementary fee is for pickup and disposal of up to 5 cubic yards of brush. City ordinance has mandated this charge for all customers inside the city limits. There is an additional charge of $16 per cubic yard for pickups in excess of 5 cubic yards. Limbs greater than 8 inches in diameter, will be assessed an additional surcharge of $200.   • If your account number begins with 001-014, 026, 030, 031, 032, 033, and 035 you are billed around the 20th of the month, following the close of your billing period, and the bill will be due around the 10th of the following month.

    If your account number begins with 015-025, 027-029, 034, and 040, you are billed around the 30th of the month, following the close of your billing period, and the bill will be due around the 20th of the following month.

    Past due balances are subject to a 10% late penalty. Bills not paid by 5 p.m. the business day before the disconnect date, indicated on the bill, are subject to service interruption and additional charges.

  • If a firetruck or other emergency vehicle is behind you or coming towards you with their lights and siren on, you should pull your vehicle to the right side of the road and stop. If you are unable to safely pull over (due to other traffic, etc) STOP and remain stopped until the emergency vehicle passes your location. Many times, precious seconds are spent trying to maneuver a large firetruck through unyielding traffic.

The entire smoke alarm unit needs to be changed out every eight to 10 years. You should test your smoke detector at least once a month.
