City of Corsicana Infill Housing Program

The Corsicana City Council approved the first Infill Housing Program Interlocal Agreement with the other taxing entities: CISD, Navarro County and the Navarro College District. These taxing entities cooperatively hold numerous properties in the city, called “tax trust” lots, acquired through foreclosure for non-payment of ad valorem (real estate) taxes. Most are vacant parcels. Local officials have seen a need for new and affordable housing, as evidenced by a December 2016 Housing Study available on the website. A program has been designed to make these excess lots available to individuals and builders at a very low cost. The program streamlines the process for conveying these lots by providing a single point-of-contact at the City to handle required administrative approvals and sales.

The program requires a buyer to pay the actual closing costs, estimated at $250 each, plus a title policy if the purchaser requests one. The buyer is purchasing a lot with paved streets and city utilities. In return, they must agree to construct a new structure, pursuant to local building codes, within 6 months of closing, to be completed within 18 months. If construction has not begun in that time frame, the lot reverts back to the taxing entities. The lots are available to builders and developers wishing to help redevelop Corsicana neighborhoods, and to individuals wishing to construct private homes. The buyer must not be currently delinquent on any property taxes or have a lien filed of record for any property, and must show financial ability to complete a project in the allocated time period.

“Corsicana has a huge need for new and affordable housing, and these tax trust lots have been costing money to maintain and mow regularly”, says City/County Economic Development Director Scott Jones. “I think this program is a win-win to get a non-producing asset back onto the tax roles within a short time frame, while providing residences for those having trouble finding suitable housing options in town.”
